reid, the democratic leader here and appealing to joe biden, trying to make it look in democratic estimation as if republicans are going the last mile, but, look, we're stuck. we're nowhere at this point. there was a major setback earlier. you mentioned it, the so-called chained cpi. a lot of people tweeted me and said what the heck is that? simply a revised way of adjusting cost of living increases to social security recipients that would in effect lower the growth of those payments, lower the rate of inflation, lower the cost of living increase most times. republicans have evidently put that on the table. that was what really got these negotiations to a standstill. they emerged from their lunch, did republicans, just a few minutes ago, and it's clear it's now off the table. it's a dead letter. unclear whether that's going to help move these along in any way, shape or form. harry reid, before his closed door luncheon, said he was still cautiously optimistic. hard to see from our perspective why he would say this because things seem pretty bleak at this point, though you never kno

said they think they can get a bipartisan plan. the president told senators reid and mcconnell, i'm told they have a day or two to getting a deal done. otherwise we're out of time. he wants an up or down vote or the plan. at that point, john boehner was noncommittal and not say if he would bring it up for a vote. said wait until we cross the bridge. we are close to that bridge. president plan has tax cut for middle class and small spending cut to try to stop the equester that -- sequest they're is coming, perhaps but not major spending cut or entitlement reform like republicans are pushing for. they are coming up with a threshold for taxes? $250,000 or $400,000 or less? i'm told that a late sticking point added is the estate tax. as you know, people can shield $5 million from the estate tax. at the end of the year it changes to shield $1 million. rate is going up from 35% 55%. they are looking to add it to this at this late hour and that could make it complicated. >> doug: a bit of a contrast to what we had seen earlier. you suggested on the air and widely expected since the congres

action is going on in the hill where staffers with majority leader reid and minority leader mcconnell are trying to conjure up some last-minute deal and this plan would not be the grand bargain that john boehner started initially working on. that plan would have dealt with tax reform and deficit reduction and this will be a much more scaled back version that will deal with the issue of taxes and that is still the big sticking point, taxes. of course, democrats and president obama have called for tax rates to increase on those making $250,000 or less. republicans have said that's way too low. so they're thinking about potentially compromising on a rate that would be $400,000 or $500,000, but some republicans are saying they don't think that the tax rate should go up on anyone. so taxes still the major sticking point. right now the negotiations are going on the hill and there's a lot of optimism that came from the talks yesterday. of course, president obama hosted congressional leaders at the white house and they left that meeting and many said that it was constructive and they were opt

majority leader harry reid and senator mcconnell, the republican leader in the senate, because now all eyes turn to the senate. they're set to come back to town on the 27th. that is thursday. and at this point there are a number of options for some sort of bill that senate majority leader harry reid could put on the floor, but right now it appears democrats in the white house are pushing for something that still concentrates on making sure that income tax rates for those making a quarter million dollars or less don't go up. that said, it's really hard to see how at that rate senator mcconnell might allow some republican senators to support it or that some republican senators would even want to jump on board with that and even harder to see how a bill like that is something that house speaker john boehner would allow to the floor -- allow to the house floor for a vote. so things are very uncertainty point and you're hearing a lot of pessimism as we just heard from democrats and republicans about what will happen with the fiscal cliff and whether we'll go over it. it is unclear. >> brian
